New Users Can't Publish

No matter what level or group I put them in. Admin can but no users.
Only way they can publish is as admin.
In fact the publish option, even though enabled in manage users (at the bottom default for new entries) it only shows drafts in the drop down.

What did I miss ? What am I doing wrong with new users !!*!&@#&#

You must not only check the usergroups, but the created users themselves. Everybody has a personal config option that controls whether they are allowed to publish entries.
