Does serendipity can be used as a multi users hosting blogs? Can each user can register and start his own blog (like blogger or bloghoster) ?
existing pluggins need for that?

You can look at services like supersized.org or others that are listed on www.s9y.org in the "hosting providers" section.
Serendipity can be used for that, but it requires some small individual scripts that setup the multi-user blogs on your system. Servers are very different, which is why we do not have such a service out of the box.
Technically, Serendipity's Shared Installation feature offers all you should need.

You'll need to create a script like this: http://www.s9y.org/41.html
You'll also need to handle copying the directories to where you want them when you add a new user, and maybe automatically calling the s9y API functions to install a blog.
You might want to ask the people of the available hosting services if they share scripts/secrets with you.
