Hi!
That means you didn't upload all files in your Smarty directory. Check your filearchiveagain and upload missing files again properly.
Bestregards,
Garvin

Which Serendipity Version did you upload? This error can happen if Serendipity was unable to include the language file you configured!
Maybe you didn't properly upload the lang/ directory? Or your serendipity 'lang' value points to an invalid language file? Or you edited your language file and it contains parse errors? Or the upload garbaged the file so that it contains parse errors...
My guess is that something wrent wrong with uploading on your site...
Regards,
Garvin

one more thing.. my website is http://ramblings.glassinsect.net the things in yellow i have no idea on how to change those to the correct ones.. i went along with it before and it worked... now its not working.
Hmmm. Most of those things are determined by your provider. For instance, the 8M restrictions. You can't change them directly; you'd have to ask your provider to pretty please take care of them for you.
As for the simple installation... I'm guessing here, but if I were programming it, I'd make it so the simple installation was only possible if my recommendations were met. Anybody believing he could install something outside the recommendations would have to admit to being an expert.
Of course, I would also have programmed it to remove the simple installation link, but I did admit I was guessing.
Does the expert installation link work?

Your Webserver CGI interface seems to be a bit awkward.

Which webserver software is your provider using (Apache X.x, IIS, ...)? It seems to not set a proper REQUEST_URI variable.
