Help INCLUDE_ERROR, HELP

Hi,
I was about to add a new post my my blog when i went to the site and got this error back

INCLUDE_ERROR

The website is

http://fuked.generalsmack.com/blog

I havnt done anyting to it, and it was working about 2 hours ago when i uploaded an image.

I have reset a new ftp access to the site would that have made this error to show up, thats the only thing i can think of. but i put it back to what it was and i still get the same error

You can get this error message if your "serendipity_config_local.inc.php" file is not readable by the webserver. You might have changed permissions on that file, or maybe your server automatically changes permissions on files periodically? In that case you'll need to ask your provider about those changes.

In either case, this file needs to exist and be readable for your webserver.

I just got off the fone to my Host provider. and they have said the server should not change permissions on files at all.

But i went and chmod the config file back to 644 and its all working nice and sweet now
