Create them a user account within the serendipity admin suite, and/or install the plugin "User Self-Registration" so that they can register themselves.

But bear in mind, that a blog is not meant to be a forum.

hmm, u prolly have registration enabled or something. cause by default everyone is allowed to comment on ur blog.
