how-to: postings to "No Category" not allowed?

I'd like to prevent users from posting to the "no category"-category. Is there any way to prevent them from doing so?

There are two reasons for asking this:

1) "no category" is the standard setting when starting to write a new entry - any many users just don't think of selecting the right category.

2) I'd like to bild a blog system where every user has his own, exclusive category (which works fine with category permissions and groups). But for the "no categories"-category there is no way to set any user-rights ...

Any ideas?
