thumnailing method is incorrect

IMHO, the algorithm to generate thubnail can be perfected. I have an icon and the image size is 110 x 95. I have also setup my 'Thumbnail dimensions' under admin to be 200.

When I added that icon using 'Add media', I am quite surprise to see that it was 'resized' to 200 x 173 ! The thumbnail script shud see that, *no new thumbnailing dimension is required* as the original size is *SMALLER* than 200 !

I hope this can be fixed soon. Thanks in advance.

I also just fixed the bug for image resizing, it's pretty easy and only happend when using image magick:
