Hi,
I run a community site with vBulletin and want to give my users the opportunity to start their own blogs.
Currently this is being done by a simple plugin to the vB software, but this isn´t really doing the job.
Could S9Y do this? Could it make use of vB´s user database?

Nope, this can't be done without some coding effort. Serendipity needs its own userdatabase, one would need to mirror the vbulletin users to the serendipity users to get this done.
Plus you would need to create a script which creates new s9y blogs on a shared installation method, like supersized.org does.
