custom tag plugin

Do we have a plugin that allows custom tags.
I want a custom tag for Google Asense section targetting.
basically what i want is this
enter a word and wrap it around a special tag

and the the result should be

<!-- google_ad_section_start -->Victoria's Secret Lingerie<!-- google_ad_section_end --> Special Offer

similarly for the ignoring sections from adsense.
