This is a strange quirk I noticed while testing Korean translations (I think
I might finish translating all core plugins soon, if I don't get distracted).
Configuring the default language in the general 'Configuration' page does
not stick. I tried to change this to anything other than the current language,
press check & save, and well, no effect. I thought maybe I messed some
stuff up so I tried to restore to its 'original' conditions as much as possible.
No avail.
Then, I tried to change the default language setting in the admin user's
personal settings. This works. It even changed the default language
setting in the Configuration page. Ehh. What the?

The personal preference langauge always overrides the "default language".
The default language is the shown language for users that are not logged into the blog (=visitors).
And if you haven't enabled Language Auto-Negotiation, it's the only language that gets displayed to visitors...

I was kind of put off by this but the easiest solution is to have two browsers. As a developer, I always have at least MSIE and FF on every PC anyway, and since I need to look at the result in both, I keep MSIE open (not logged in) and use it to look at new or modified items in all languages.
This said, I wouldn't cry if there was an OPTION to ignore the default language in the site view mode
