i am back after long hiatus -
time for me to revamp my site and publish 2 new ones
i am happy yo do what i can to help work on and test responsive themes
i see there are a few going -
is there a thread that has oversight to the collection of responsive themes in general?

additonal_themes: bartleby, photo, resy
I think that's all of them so far. As far as I know, all of these are fairly well-tested by now.
Also, starting in 2.1.x (I think), we'll have a section for “recommended themes” in the theme selection of the backend which will basically list these. Plus, 2k11 comes with a responsive admin theme that can also be used with other frontend themes.

Nope. It doesn't really make sense anymore. Any theme that will be built (at least I should hope so) will be responsive, it's a standard by now.
