Nah, back in the old days we used to build a gazillion theme options for that. 
The generator is far from perfect, just a quick JS hack. In an ideal world, this would be a small shell script, but I don't think there's any kind of script language available on any platform, at least not out of the box. And I really don't want anybody to have to install Ruby or Perl just to get a quick boilerplate for the user.css.
