Serendipity adds a lot of functionality not everyone needs through plugins which you can either download from http://spartacus.s9y.org to install manually or through the Spartacus event plugin (comes with the core installation). Using the plugin is recommended.

For this purpose, we have a plugin called User Self-Registration (serendipity_event_adduser).
