To follow up, it turns out my host has turned off cgi and php to comply with some federal law about spamming...
I emailed them to see what's up, so I'm eagerly awaiting a response...

I've installed various versions of Serendipity (v.7 and v.8) and I have just started installation on v.9 for a site.

I had installed version 8 a few weeks ago with no problem. But when I tried to access the page today, I get this:

Ok, I have a question about the "Announce Entries" plugin. I have this plugin activated, and whenever I post an entry, I get this message:
"Sending XML-RPC ping to host ping.blo.gs..."
and it just sits there. Should it do that? Or should the message go away, or give me an "entries announced ...

Yes, the username is "serendip". Now, in the serendipity admin page, do I need to specify the username as just 'serendip' or do I need to add the prefix 'mahctag_serendip"?
