An INCLUDE_ERROR means that your serendipity_Config_local.inc.php file is not readable for the webserver.

What exactly are the permissions of that file?

The Write-Error means you must make your templates_c writabel to your webserver user.

Change both to 0777 and it should work. Make sure ...

I have this problem when i go in my blog INCLUDE_ERROR

anyway guys i think i use topstyle pro program to edit and I believe the only things that cause me unable to change my backgroud is the image of the /images/bextile.gif

I just remove that line and add in a new code to change the background colour xD

Just looking at your image I would say that the commentform has a clear:left, or clear:both in the stylesheet.

To fix it, try removing that. Open style.css, and find your commentform style. The clear statement should stand out.
